Dr. Rais Nouman Ahmed advises clients on artificial intelligence regulation, data governance and digital rights. He earned his PhD in Law from Bahauddin Zakariya University, Multan, in 2026, with a thesis proposing a legislative framework for AI in Pakistan, and holds an LLM from Staffordshire University, UK.

His CARE model (Contestability, Accountability, Responsibility, Explainability) grounds AI governance in the constitutional guarantees of life and liberty (Article 9), fair trial and due process (Article 10A), dignity and privacy (Article 14), and equality before law (Article 25).

An Assistant Professor at Gilani Law College, BZU, he has taught law since 2013 and publishes on AI regulation and Pakistan’s digital and criminal law. He delivered the keynote AI policy address at Digital South Punjab 2026 launching ceremony, advising senior provincial officers on lawful AI procurement. He advises technology companies and public bodies on AI compliance under Pakistani law and the EU AI Act.
